Integrated Team Control: Responding to Individuals in Extreme Agitation
3 Day Instructor Training
June 23-25, 2026 0800 – 1630
Instructional Methods: Lecture, guided discussion, case review, video analysis, scenario discussion, group participation and Psychomotor Skill Development & Team Control Tactics
Training Goals and Objectives
This customized training program prepares officers to effectively manage high-risk encounters involving individuals in extreme behavioral or medical crisis. The course integrates lecture, demonstration, and scenario-based applications to develop instructors in Team Coordinated Control Tactics designed to promote safety, reduce risk, and improve operational effectiveness.
Uncoordinated or poorly executed responses to highly agitated individuals can intensify medical distress, increase physical exertion for all involved, and elevate exposure to civil liability or public scrutiny. This program provides structured, team-based strategies that support controlled restraint, efficient stabilization, and measured decision-making during critical incidents.
Participants will develop the knowledge and practical skills necessary to safely respond to individuals exhibiting extreme agitation, erratic behavior, or compromised medical conditions. Emphasis is placed on coordinated movement, communication protocols, positional awareness, and controlled transitions that prioritize both officer safety and subject welfare.
Measurable Operational Outcomes
Agencies implementing these coordinated control strategies can expect:
- Reduced duration of physical struggles and restraint events
- Decreased officer and subject injury rates
- Lower levels of excessive physical exertion during team engagements
- Improved documentation and articulation of coordinated actions
- Increased consistency in team response protocols
- Reduced exposure to civil liability related to restraint and medical transition
- Improved EMS–law enforcement coordination during crisis events
- Safer and more efficient transfer of subjects into medical control
A coordinated team response model for safely managing highly agitated individuals while reducing injuries, exertion, and liability
Medical personnel are encouraged to attend, as they frequently respond to the same high-risk calls for service. Joint training fosters a shared understanding of restraint techniques, positional considerations, and coordinated transfer procedures. This integrated approach enhances collaboration between law enforcement and Emergency Medical Services (EMS), facilitating seamless transitions into medical control, including proper placement onto a stretcher or backboard for transport.
