Use of Force: Leadership, Decision Making and Review
Sept. 16– 17, 2026 0830 – 1630 Hours

In today’s environment, every use-of-force incident is subject to intense scrutiny, often analyzed frame by frame and judged without proper context of police training, human performance, or legal standards. This has increased the spread of misinformation and placed greater demands on agency leadership.
This two-day course is designed for police and corrections leaders responsible for reviewing, investigating, reporting, and training use-of-force incidents. Through focused lectures, real-world case studies, and practical demonstrations, participants gain proven strategies to improve force analysis, strengthen documentation, and ensure legally defensible decision-making.

INSTRUCTIONAL OBJECTIVES:
Leadership, Supervision, Human Performance and Review
• Track, analyze, and trend use-of-force incidents using early intervention systems and measurable performance data
• Apply de-escalation and documentation strategies that can be quantified to reduce agency liability and strengthen legal defensibility
• Conduct effective use-of-force reviews using a structured, trained leadership-level defendable review framework
• Identify critical data points and patterns that inform training, supervision, and policy decisions
• Understand the limitations and risks of body-worn and surveillance video during force review and reporting
• Discuss human performance factors—stress, perception, and decision-making—into force analysis
• Learn defendable investigative methodologies in use of force investigations.
• Developing a detailed use of force reporting system for quantitative analysis
• How to conduct a use of fore needs assessment, and not a survey.
