FBI National Academy Associates  – 2022 Science and Innovation Award

The selection committee chose your program over other nominees because of the emphasis on data collection and detailed reporting, and because it is vitally important to prioritize de-escalation in the least amount of force necessary to overcome resistance. Public acceptance of police action is critical, and being able to comprehensively document the use of both de-escalation and justifiable force techniques is a large step forward in providing transparent, supportable evidence to the community.

Lt. Tim Fetzer – PA State Police

The integration of use of force legal concerns, the impact of human physiology on decision making under stress, consideration of varying physical attributes and skill level of officers, along with students training in full gear, in varied environments, make the L.O.C.K.U.P. Program one of the most effective police arrest and control training programs I've experienced.  Lt. T Fetzer - PA State Police

Burlington Police Department

"I was assigned to attend your training by or PD’s training officer. In all honesty, when I read “diffusion strategies” in the email, I immediately passed a not very rosy judgment as to what the contents of the training would be. I should tell you that in the past, I have been mandated to attend training(s) where we were criticized by the (non LEO) trainers based on their personal (negative) perceptions of how we use force in our profession. Needless to say I couldn’t have been more wrong about your training. It was hands down the best training I have attended in my entire career. Hearing what you had to say about the current state of affairs in policing, how it can be avoided and what we as individual officers could do to change it, gave me hope. I walked out of the training that afternoon with a renewed view of my job and the control I had over it. I can’t recommend the L.E.A.D.S + T training  highly enough. Sir, I can’t thank you enough for deciding to teach in your retirement.
As a trainer for my Department, I have been able to include some of the items I learned from your training into our Patrol Procedures training program. Once again, Thank you for what you do, it has helped me more than I can say."

Sincerely,
Ofc. Daniel Delgado (#325)

"I attended L.E.A.D.S +T and Police Use of Force for Executives-Command Staff and Trainers in September 2015. I initially expected the usual "Death by Power Point", I could not have been more wrong! What I got was an energetic, motivated and highly skilled instructor at the top of his game. Lt. K.D. Dillon just "knows Cops"! From the presentation to the course content to the instructor knowledge, there were no weak points. Take these courses, take as many as possible. I have been training Law Enforcement and Military personnel for almost thirty (30) years and as you can imagine attending courses for just as long. Police Combat and Lt. Dillon are in the Top Tier".

D/S Richard Doty – Training Coordinator/SWAT Sniper Team Leader

In my opinion, the L.E.A.D.S. course is the best communications course available.  KD is a dynamic and entertaining instructor, and his experience and depth of knowledge is second to none.  The course breaks down and explains the very complex psychological and physiological processes that occur during volatile incidents into easily understandable concepts and tactics.  This understanding allows the end user to actually apply diffusion strategies and communication tactics in the field.  I definitely recommend this class and I believe that it will benefit your agency and your officers.  Please contact me anytime if you need any additional information.

I have never seen a group of more knowledgeable and positive instructors. I truly feel LOCKUP has been a great partner in our combined success.  LOCKUP has taken my Security department to the next level in keeping my officers, employees and guest of the hospital safe.  We have been using LOCKUP for seven years with great success and fulfill our duty to keep our facility safe from work place violence.

At first I had the typical “what can these guys teach me attitude. The significance and impact of your training quickly changed my mind. The instruction stressed an overall offensive strategy that helps prevent an escalation of force. The techniques were easy to learn and retain. Since they are based on known physiological responses, we can turn this knowledge into an advantage. It was exactly what we needed to improve our arrest and control capabilities. We have already begun to implement LOCKUP in our block training!

Det. Craig Lowe Carson City Sheriff’s Office – Nevada

The Soulis Shooting System is in a league of its own. In my 18 plus years as a law enforcement professional I have never taken a course as eye opening as this. Pete Soulis is a dedicated trainer, whose passion for training peace officers is evident throughout the course. Anyone who is serious about preparing for a deadly force encounter should take this course, it course will humble you and advance your shooting skills, no matter what your current skill level is.

A. Bertram Allen- Senior Special Agent (Ret) Department of Justice Director: Police Combative Solutions LLC (PCS), Bklyn,NY

Hands down one of the best if not THE best Police Combative Instructor in the industry. I've been around the industry for quite some time and currently have opened my own Police Combative's and am very impressed with LOCKUP and the principle under which it engages muscle memory. The training and scenarios are realistic. When involved in a critical incident and the pre-frontal cortex part of the brain shuts down; L.O.C.K.U.P. training is there to enhance your survival mechanism. Further Lt. Dillon is an informative and impressive presenter.

Capt. Fred Hall

Your training has been well received by our department and we continue to reap its benefits. Our officers are using L.O.C.K.U.P. with great success. Across the board, our officers have been able to seamlessly transfer your training from the classroom to the street. From common contact to hands on arrest techniques, our officers are more professional, confident and effective. Officer injuries are down, suspect injuries are down, citizen complaints are down and our reports are clear, concise and very well documented. Likewise, I have seen officers, successfully, employ your de-escalations strategies and prevent use of force situations. To say your training is outstanding would be an understatement!"

The training conducted by Lt.“K.D.” Dillon will inform and motivate the student. I cannot over emphasize the way he works on developing the mind, body and WARRIOR SPIRIT of the student, like no one else and nothing else that I know of. Lt. Dillon was on the board of advisors for my book, On Combat, and I have been a fan of his work for years. He is funny, entertaining, and incredibly informative, another Gordon Graham. Honest. Now he is out on the national scene, and this is a 'can't miss it' opportunity.

Charles Dively – MNDOC – Employee Development

As the Manager of Employee Development here at the Department of Corrections, I frequently receive for calls requesting information regarding CT/SD. Having attended the training I can attest to the breadth and excellence of the L.O.C.K.U.P. ® instructors and the program they are using to conduct the training. We use this training as one our cornerstones for self defense and control tactics. I believe the L.O.C.K.U.P.® program provides the proper balance between physical skills and cognitive skills. The skills apply equally to police, corrections, probation and parole.
